PURPOSE & OBJECTIVE
Reporting to the General Manager, the Supply Chain Manager is responsible for providing strategic direction and oversight for procurement, warehousing, logistics, and inventory control to ensure uninterrupted, cost-effective mining operations. They govern commercial contracts, optimize working capital, and implement supply chain best practices.
KEY ACCOUNTABILITIES
Procurement and Supply Chain Management
- Lead the procurement function from procurement to delivery, including resolving non-conformance and payment issues ;
- Develop or improve existing procurement plans, procedures and documentation.
- Develop and execute strategic and tactical supply chain management plans to reduce operating and capital costs ;
- Identify potential suppliers and maintain the list of approved suppliers ;
- Liaise with internal customers regarding materials management and operations providing support for the supply of all materials and spare parts required for procurement ;
- Ensure strict compliance with corporate governance and purchasing policies and take corrective action as required ;
- Develop key performance indicators and ensure that there are sufficient resources and staff available to achieve objectives and the plan ;
- Strive to exceed the goals of the materials benefit plan, including cost savings, economies of scale, quality, supplier rationalization, low-cost sourcing, and other performance goals ;
- Develop and monitor the operating budget of the procurement services, and inventory ;
- Review the non-compliance of goods with users, suppliers and other stakeholders to determine the cause of the problem and take corrective and preventive actions ;
- Respond to supplier complaints ;
- Assist in the establishment of an operating budget and a financial procurement budget for the site, as well as the establishment of capital expenditure needs and demands ;
- Develop a local procurement development plan based on an aggressive policy of promotion and development of local and national companies to increase their market share in SMGO procurements in accordance with Endeavour Mining's local content development policy.
Warehouse and site logistics management
- Manage and control warehousing and logistics activities throughout the site by ensuring effective day-to-day management of the procurement team through strategic and tactical planning ;
- Review all warehouse inventory issues on a daily basis and ensure that issues are corrected promptly ;
- Ensure that receiving functions and deviation identification are performed at all warehouses receiving locations and that reporting of receiving deviations (e.g.) Surplus supplies, shortages, incorrect parts and damaged goods are reported through ERP modules and the information is passed on to the buyer ;
- Ensure that cycle counting is performed at each storage location consistently and in accordance with established policies and procedures. In addition to cycle counting, implement a random statistical inventory (ad-hoc) program if accuracy falls below the levels of established performance indicators ;
- Ensure that established storage techniques for all dangerous goods and products are also followed ;
- Ensure that adequate training on product identification, hazards associated with improper storage, and legal and regulatory requirements surrounding transportation, storage, and handling are known and provided to all procurement officers ;
- Apply international standards in warehousing, logistics and materials management ;
- Monitor inventory status against established parts preservation programs to ensure items are adequately protected from deterioration, corrosion, and damage caused by improper storage and exposure to weather conditions ;
- Manage the transportation and disposal of all inventory and equipment assets on site ;
- Monitor the operational performance of contracted third-party logistics service providers and maintain records and documentation of non-compliance ;
- Oversee the management of bulk commodities by ensuring that planning, forecasting and scheduling information is disseminated and that receiving and issuing activities are accurate and timely ;
- Ensure the proper management of the parts catalog, through regular analyses to assist user departments in updating Min/Max in order to adjust replenishments to minimize stock-outs and dead stock.
Contract management
- Oversee and manage contracts ;
- Lead change management for all contracts, including analysis of all cost, schedule and quality implications and provide strategic and tactical actions ;
- Ensure that documentation and standard contracting systems, including tendering provisions, comply with and are kept up-to-date with the company's contracting policies, laws and best practices, including ethics and probity ;
- Monitor import and export processes to ensure compliance with regulatory and legal requirements ;
- Ensure compliance with laws, regulations and industry requirements as well as carrier compliance with company policies and procedures regarding product transit or delivery.
Administrative Management
- Manages the Department's budget and short- and long-term planning, continuously monitors and reports on performance and achievement of planned objectives ;
- Establish ongoing cost savings incentives in procurement ;
- Administer risk recording tasks assigned to logistics and ensure the development and implementation of risk mitigation plans ;
- Ensure up-to-date, accurate, quality, and complete documentation related to the supply chain operational framework, including processes, workflows, controls, cycle times, position responsibilities, etc. ;
- Determine key performance indicators for the department, monitor ongoing performance, and improve performance against set goals ;
- Develop analytical capabilities, systems and data management, including measurement and reporting that enable systematic and systematic monitoring of supply chain activities ;
- Actively participate in all continuous improvement initiatives initiated by SMGO to increase the productivity of operations in order to save money ;
- Ensure the management of imports and exports in accordance with the mining code, in compliance with national and international customs clearance and regulatory laws to eliminate penalties.
Staff Development
- Manage, guide, supervise, assist and provide technical support to the team ;
- Monitor and evaluate the team's performance to identify areas for improvement and implement training and coaching measures to ensure that employees receive sufficient training to enable them to perform their duties safely and effectively ;
- Promote and develop the skills of subordinates through technology transfer and skills development through training programs ;
- Conduct formal career development discussions with employees and identify development opportunities and programs that help define career advancement opportunities ;
- Encourage and facilitate effective and positive communication between all team members and relevant departments.
Safety Management
- Comply and Promote SGO’s established Health, Safety and Environmental policies ;
- Ensuring compliance with SGO’s fatigue management procedures ;
- Comply with hydrocarbon spill management and fauna dead reporting ;
- Comply with Occupational Health and Hygiene (OHH) protocol and recommendations.
- Comply with the annual medical checkup procedure.
SKILLS, KNOWLEDGE & EXPERIENCE
Education:
- Degree in Supply Chain Management, Commerce, Management or any equivalent degree.
- Certificate in Supply Chain Management would be highly appreciated.
Relevant Experience:
- Minimum (10 years) experience in Warehousing, Contracts Management, Logistics and Procurement, preferably in the mining environment at a senior level.
- Have an in-depth knowledge and understanding of warehouse management principles and practices
- Have an in-depth knowledge and understanding of Procurement and Contract management principles and practices
- Minimum 10 years of experience in a management position.
- Possess excellent communication, organizational and interpersonal skills, strong analytical skills, good business acumen, advanced documentation skills with great attention to detail.
- Have essential language skills in French and English.
- Proficiency in ERP and Excel systems.
- Have technical knowledge of spare parts.
- Having a good understanding of incoterms, import and export customs clearance processes, and the routing of goods in and out of the country is essential.
- Having highly developed interpersonal, collaboration, negotiation, communication and leadership skills is essential, given an intercultural and multidisciplinary teamwork environment.
- Experience in West Africa is an advantage.
- Have a solid knowledge of local skills.
