The role
The Resettlement Superintendent provides on-site leadership and supervision of all resettlement village construction works, including housing, kitchens, latrines, water supply, and associated community infrastructure. Stationed full-time at the resettlement site, this role ensures that works are executed safely, on schedule, within budget, and in accordance with technical specifications and cultural requirements.
Key Responsibilities
- Oversee and coordinate all field operations related to resettlement housing and village infrastructure, ensuring works are completed in line with approved drawings, RAP standards, and cultural guidelines.
- Conduct daily site inspections, monitor progress against schedule, and proactively resolve on-site conflicts or technical issues.
- Implement strict safety protocols and enforce community-sensitive working practices to align with regulatory, company, and stakeholder expectations.
- Manage costs and commitments in accordance with Delegation of Authority, applying cost control and change management procedures.
- Ensure timely progress to meet resettlement milestones and handover deadlines linked to mining operations.
- Coordinate with supervisors, suppliers, and subcontractors to secure timely delivery of materials and equipment.
- Prepare and submit daily/weekly reports covering construction progress, workforce utilization, material status, and HSE performance.
- Facilitate daily briefings with crews and subcontractors to align priorities and resolve issues before execution.
- Liaise closely with Infrastructure Manager, RAP Manager, Architects, Engineers, to address technical queries, approvals, and design clarifications.
- Maintain professional site organization to reflect company standards and build trust with affected communities.
- Implement and manage site safety plans and toolbox talks; monitor adherence to PPE and other safety protocols.
- Monitor and pace project schedules; adjust site workflows to prevent bottlenecks or delays.
- Verify quality of work, inspect installations, and ensure alignment with construction drawings, specifications, and standards.
- Log site data—manpower, equipment, material status—and escalate issues or change requests to management as necessary.
- Assist in cost tracking by identifying potential budget variances or deviations and facilitating change order documentation when needed.
- Verify material deliveries and ensure correct installation.
- Prepare daily reports of site progress, manpower, and equipment utilization.
- Support the Infrastructure Manager with site-level coordination and issue resolution. Maintain duty of care obligations and promotion of effective Social Performance initiatives during construction.
Position Requirements
- Relevant trade qualifications and experience.
- Civil Engineering degree or tertiary qualifications preferred.
- 10–15 years of project execution in civil, housing, or village infrastructure projects, ideally in West Africa.
- Demonstrated experience managing resettlement or community housing projects.
- Knowledge of RAP standards and community engagement sensitivities.
- Proven exposure to Owner’s oversight: QA/QC, progress tracking, and handover documentation.
- Strong organizational skills with ability to manage registers and track deliverables.
- Excellent written and verbal communication skills in English (French desirable).
- Experience in reporting progress and risks to senior management and external stakeholders.
- Proficiency in project/construction management tools (MS Project, Primavera P6, Excel, Word, PowerPoint)
- Strong interpersonal skills with ability to build relationships across contractors, consultants, and community representatives.
- Commercial awareness to align contract delivery, cost, and quality with company objectives.
Contract type: Short-term (from April 2026 to June 2027)
