THE ROLE
The Resettlement Area Manager is responsible for the overall planning, coordination, and execution of all resettlement-related works on site, including resettlement villages, associated infrastructure, community facilities, housing construction, and
supporting utilities. The role ensures that the resettlement scope is delivered safely, in compliance with approved RAP commitments, on schedule, within budget, and to the required quality standards, while maintaining strong working relationships
with contractors, consultants, government authorities, and affected community stakeholders.
KEY ACCOUNTABILITIES
Key Responsibilities :
- Act as the single point of accountability for execution of all resettlement related works within the project.
- Implement project execution strategies into detailed construction execution plans for resettlement villages, housing, community facilities and associated infrastructure packages.
- Drive the implementation of HSE standards across all worksites.
- Lead contractor management, performance monitoring, and interface coordination between multiple work packages.
- Approve project schedules, cost forecasts, and progress reports.
- Ensure proper integration of engineering deliverables, procurement, and construction activities.
- Manage risk identification, mitigation measures, and escalation to senior management where required.
- Represent the infrastructure function in project management meetings and with client/community representatives.
- Manage a team of multi-disciplined construction coordinators while managing multiple multi-discipline contractors in order to enable on time completion of their scopes of work.
Detailed Duties:
- Develop detailed execution strategy and work breakdown for entire resettlement package.
- Review and approve contractor work methodologies, ITPs, and QA/QC plans.
- Liaise with resettlement team and planning department and on a weekly basis prepare one and three weeks ahead plan
- Conduct regular site walks, progress inspections, and safety audits.
- Chair weekly progress and coordination meetings with contractors and project team.
- Validate monthly progress claims and contractor invoicing.
- Maintain detailed tracking of manpower, equipment, and work productivity on site.
- Ensure cultural, social, and environmental criteria are respected for resettlement projects.
- Provide mentoring and guidance to engineering and superintendent teams.
- Act as the key liaison point with RAP, social performance, and stakeholder engagement teams to ensure alignment of technical and social aspects.
- Deliver consolidated reporting (daily, weekly, and monthly) to the Project Director/Deputy Project Director covering schedule, cost, safety, quality, and risk.
KEY REQUIREMENTS
Education:
- Relevant trade qualifications and experience.
- Engineering degree or tertiary qualifications preferred.
Relevant experience:
- 10–15 years of project execution or project management experience in managing multiple contractors related to infrastructure required. Experience on projects in West Africa is desirable.
- Qualification in Civil Engineering (or equivalent relevant discipline).
- Direct experience managing same or similar type of the projects
- Exposure to construction management oversight from the Owner’s perspective, including progress tracking, QA/QC deliverables, and commissioning handover documentation.
- Strong organisational skills
- Excellent written and verbal communication skills in English, with the ability to prepare clear progress and risk reporting for management.
- Proactive mindset with a demonstrated ability to take initiative and drive results.
- Proficiency in project and construction management software (e.g. MS Project, Primavera P6, Excel, Word, PowerPoint).
- Demonstrated ability to build effective relationships across contractors, consultants, and Owner’s teams.
- Commercial awareness with the ability to align contract, progress, and cost outcomes to company objectives.
